The City Commission of Arkansas City approved a resolution on Tuesday night, that accepts a $33,500 grant from the V.J. Wilkins Memorial Foundation and a master planning agreement with LK Architecture for an amount not to exceed the grant. In October of last year, the potential for such a structure to house the library and the museum as well as space for a cultural events center was first discussed. At that time, the Rotunda at Wilson Park was made a priority for improvements. The city commission was informed that a request had been completed for a long-term master plan and that if it were awarded and approved, a committee would be established to start the planning process. An award letter was received Aug. 24 from the Wilkins Foundation for the full amount of the study, which includes a survey of Wilson Park. Part of the study was examining the upkeep of any building that could be created.
