Arkansas City Police arrested two Cowley County women last Wednesday on drug charges after a traffic stop. 26 year old Celina Manivong was charged with one felony count of possession of methamphetamine, plus one count each of driving with a
suspended license…her third offense for that, possession of drug paraphernalia, and possession of marijuana. Manivong was locked up in the Cowley County Jail in lieu of $5,500 bond. 39 year old Megan Darlene White-Welty of Winfield, was charged with one felony count each of no drug tax stamp, possession of narcotics, and possession with intent to distribute methamphetamine. She was also charged with possession of drug paraphernalia. White-Welty was also booked into the county jail in lieu of $10,500 bond. The whole thing began when an alert Arkansas City police officer pulled their vehicle over because of an expired tag. Actually, the tag displayed a sticker showing that it was current, but the state computer showed it to be expired.
