Both Newkirk and Ponca City made emergency declarations in the past three days and took actions to limit the potential spread of the illness after the first case was announced there on Sunday. As of Tuesday afternoon, there were 17 positive cases in in Oklahoma, but there were also 247 negative test results and 82 others listed as pending.
