Come the end of May, there will be a new city manager in Arkansas City. Randy Frazer, the current city administrator of Moundridge, Kansas has accepted an offer from Arkansas City commissioners and signed a contract on Friday. Frazer has been administrator for Moundridge since September, 2011. Before that he served as town administrator for Beaver, Oklahoma. Frazer will replace outgoing City Manager Nick Hernandez, who has held the local position since 2011, and is now on his way to become city manager of Dodge City. Under the contract signed Friday, Frazer’s base salary will be $135,000 a year. He also will receive a vehicle allowance of $450 per month, and an additional 8 percent of his bi-weekly base salary will be placed into a deferred compensation program of his choice. His moving expenses to Ark City and a life insurance premium will also be paid, and Frazer will get credit for 120 hours of paid vacation and 96 hours of paid sick leave. His contract runs from May 26th this year, to December 31st of 2021.
